NEW YORK — Nepal’s death toll from the monsoon‑season floods rose above 1,000 on Thursday, while officials said dozens of families remain in uncertainty because missing relatives have not been officially declared dead, according to multiple news outlets.
Heavy rains that began on 1 October triggered flash floods and landslides across the central and eastern hill districts, inundating villages, washing away homes and sweeping people into fast‑moving rivers. The government’s disaster management agency reported that more than 5 million people have been affected, with 1,023 confirmed fatalities and 2,400 injured.
Local officials in the hardest‑hit districts of Nuwakot, Dhading and Sindhupalchok said the number of missing persons exceeds 2,500. Among those, 47 are American citizens, according to the U.S. Embassy in Kathmandu. The families of the missing have been unable to obtain death certificates, a prerequisite for accessing compensation, insurance payouts and inheritance rights.
Legal and humanitarian implications
Under Nepal’s Disaster Management Act, a death must be officially recorded before relief funds can be released to next‑of‑kin. The Ministry of Home Affairs has not issued a formal declaration for the missing, citing the need for forensic verification. As a result, families are unable to claim the government’s one‑time assistance of ₹50,000 per deceased relative, nor can they apply for the long‑term rehabilitation scheme that provides housing and livelihood support.
Direct Relief, an international humanitarian organization operating mobile medical units in the affected regions, said its teams are treating over 1,200 flood survivors for injuries, water‑borne diseases and hypothermia. The group highlighted that many of the patients are relatives of the missing, who are coping with both physical trauma and the stress of legal uncertainty.
Search and rescue efforts
The Nepalese Army, assisted by the National Disaster Response Force of India and volunteers from the Red Cross, continues to search riverbanks and remote valleys. As of 6 October, the army had recovered 842 bodies and was still combing through debris in the Karnali and Bagmati river basins. The search is hampered by ongoing rains, landslide‑blocked roads and the loss of communication infrastructure in several villages.
